II. Background
The Somali private sector role has been unique as it has managed to sustain the country’s economic base in the absence of a State in terms of its provision of social services and generation of economic activities and employment. However, any further development or reorientation of current business practices is hindered by an unfavorable domestic environment, including lack of access to finance, poor infrastructure and security, and absence of business support services. Tackling those challenges in a comprehensive and synchronized manner will help further enhance the private sector potential and will help in the efforts to reduce poverty. UNDP seeks to support the private sector and national authorities in establishing an enabling environment for business promotion and expansion through the ‘Recovery and Sustainable Livelihoods’ (RSL) programme.
The UNDP RSL programme is composed of three interrelated components:
1. Support Private Sector Development through the establishment of minimum policies, standards and regulations and institutions for enterprise growth in Somalia and to improve access of poor households and MSMEs to microfinance.
2. Support targeted communities in establishing and managing flood control systems.
3. Assist targeted communities in being better prepared for disasters through local early warning.
The current position as Area Project Manager is placed under the Private Sector Development component, but will require close coordination with the other components of RSL, as well as with UNDP’s other programmes.
This PSD component aims at providing support to the emergence of a viable private sector in Somalia, by promoting inclusive market development (authorities, communities and entrepreneurs capacitated by minimum policy, standards, regulations and institutions for enterprise growth), and the launch of an inclusive financial sector (ensuring entrepreneurs, particularly women and poor households, have access to micro finance and other financial services). It addresses some of the main impediments that restrain the development of the private sector, through the provision of targeted and focused assistance, and has the ultimate goal of unleashing private sector entrepreneurship and creating a more conducive environment for conflict de-escalation and peace promotion in Somalia.
Under the direct supervision of the Head of Sub office in Somaliland and the technical guidance of the Project Manager and UNDP senior management, and in coordination with the RSL programme unit head, the PSD Area Project Manager will promote economic development in Somaliland through raising awareness on economic development issues, creating opportunities for market oriented income generating activities and support private sector institutions.
The PSD Area Project Manager will provide technical support and guidance to institutions such as the Chamber of Commerce and other private sector organizations to ensure that they achieve their objectives in terms of sustainable economic growth through income diversification, profitable alternative income generating activities, small enterprise development, off-farm production and linkages and opportunities with local and regional markets.
The PSD Area Programme Manager will also work in close collaboration with the operations team, programme staff in other UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful RSL programme implementation.
III. Functions / Key Results Expected
Summary of Key Functions:
o Assist in the design and implementation of PSD programme strategies and results
o Ensure effective monitoring, evaluation and reporting of PSD programme
o Provision of programmatic and policy advice services to the PSD programme sub-component specialists, Government and facilitation of knowledge building and management
1. Supports the design and ensures
implementation of PSD programme strategies focusing on achievement of the following results:
o Support the implementation of PSD programme activities at the project level in Somaliland
o In collaboration with the Head of Sub Office and the PSD Project Manager, identify areas for support and interventions within the PSD sector in Somaliland and assist in the design and formulation of PSD interventions.
o Assist in the development of Annual Work Plans and donor reports for the PSD projects;
o Establish good working relationships with the core partners in PSD in Somaliland (including the World Bank and the EU) and establishing the implementation networks with opinion leaders, relevant institutes and grassroots levels;
o Ensure linkages between different activities of PSD initiatives and other relevant UNDP program components in Somaliland, especially with the livelihoods projects;
o Coordinate partner agencies in the design, management, and implementation of the project in line with UNDP’s strategy and programme approaches of partnership and capacity building;
o In close collaboration with the RSL and Gender units develop strategies that alleviate poverty of women through targeted initiatives that empower through increasing women’s ability to produce income and control the use of household resources;
o Ensure that income generation strategies take into account traditional (indigenous) knowledge and belief systems of local communities;
o Ensure that all cross-cutting strategies (e.g., in relation to gender, environment, HIV/AIDS, disaster risk reduction etc) are considered in relation to the development of alternative economic strategies
2. Ensures effective
management of the PSD programme focusing on quality control from formulation to implementation of the PSD programme achieving the following results:
o Guide, manage and coordinate all PSD project activities ensuring that project logic, design, work plan, budgeting, and implementation and targeting are achieved according to scheduling of activities;
o Monitor the various PSD related activities to ensure qualitative and quantitative standards, identifying problems and taking necessary action to address them, and prepare monthly and quarterly status reports, as and when necessary;
o Undertaking of frequent field visits to monitor project activities;
o Ensure strict adherence to UNDP rules, regulations and procedures, with specific care to ensuring compliance for actions requested or approved according to the post responsibilities.
o Prepare and provide strategic support of a project, presentation of the project to Steering Committee.
o Determine required budgetary revisions; coordinate the budget and work plan exercises, and close projects through review.
o Assist in the financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, and development of solutions.
o Support evaluation of PSD programme impact.
3. Professionally delivers programmatic and policy advice services to all relevant parties achieving the following results:
o Design and implement capacity building strategies to support the professional development of government technical officers in the area of PSD;
o Facilitate workshops, dialogues and various other forms of institutional interactions;
o Build capacity of partner agencies (including government and civil society) in Somaliland in relation to PSD;
o Lead activities on selected business environment areas and serve as a knowledge anchor on these areas.
o Lead and participate in various knowledge management programs in specific PSD areas, including development of good practice material and training delivery.
o Assist in promotion of awareness and understanding within Government, Private Sector and Civil Society with regard to PSD best practices; and encourage synergies between the various actors.
o Analyze current laws, policies, practices, and inter-governmental structures, including deficiencies and strengths, affecting PSD.
o Assist in the provision of advisory services to the authorities in matters related to PSD, including the identification of specific areas/niches of interventions and institutional needs for capacity development.
IV. Impact of Results
The key results will have an impact on the development of the Private Sector in Somaliland and the enhancement of the capacities of private sector, government and civil society organizations engaged in the private sectors. The programme will support the establishment of public-private dialogue mechanisms and promote Public-Private Partnerships for service delivery.

VI. Recruitment Qualifications
Education:
* Advanced University Degree in business development, marketing, development economics, international studies or related field.
Experience:
* Minimum of 7 years of relevant experience, and 5 years experience in an advisory role in business development, marketing or SME development;
* Familiarity with the UN system and Experience with ATLAS and PRINCE II is desirable but not a requirement.
* Demonstrated experience in providing technical support to PSD or other economic development or livelihood programmes ;
* Experience of working effectively with local project managers through provision of capacity building and technical support ;
* Willingness to work with local authorities with diplomacy ;
* Experience of identifying and pursuing innovative pro-poor business opportunities;
* Understanding of issues relating to gender and access;
* Sound knowledge of participatory and empowering approaches;
* Knowledge of computer applications i.e. Microsoft word and excel;
* Ability to lead, motivate and develop the skills of others.
Language Requirements:
Fluency in English and Somali. Knowledge of Arabic is desirable.
