Somalia: Parliament Speaker rebuffs High Court ruling

NAIROBI, Kenya Oct 18 (Garowe Online) - In another sign of a deepening dispute, Somalia's parliament Speaker has rebuffed a High Court ruling issued last week.

Sheikh Adan "Madobe" Mohamed, the Speaker, told reporters Saturday while visiting the Kenyan capital Nairobi that parliament's vote of confidence against 10 Cabinet ministers "still stands."

"The High Court has not asked us [parliament] anything or sent us an official document," the Speaker said, adding that he is "not aware" of a High Court with a chairman and judges.

He indicated that he recognizes the High Court as a constitutional authority, but underlined that the ongoing affair is outside the court'
s jurisdiction.

"The argument here is not a dispute over a constitutional clause, nor is it a Parliament lacking full quorum that amended a clause…but it is [Cabinet] Ministers who lost a vote of confidence," he added.

Speaker Madobe warned against "laws outside the constitution" that would lead to the collapse of the Somali interim government.

He strongly stated that the 10 Cabinet ministers who lost the confidence vote in September cannot return to work, while calling on Prime Minister Nur "Adde" Hassan Hussein to "appoint a full government."

The Prime Minister met with a full Cabinet last Tuesday in Mogadishu, marking the first such meeting since 10 ministers resigned in July after the Prime Minister's dispute with President Abdullahi Yusuf.

Somalia's interim government, in power since 2004, has been crippled by internal problems and an anti-Ethiopia insurgency that killed thousands of people and displaced most of Mogadishu's population.
