Somalia to get new national charter, says minister


Somali national charter, which forms the bases of the current Federal Transition Government, is likely to receive a comprehensive overhaul if the new initiative by Somali transitional federal government ministers succeeds.

In a press conference in Mogadishu, Madobe Nunow Mohamed, minister of Constitution and Federalism said the new charter would give more power
to the civilians, adding that this is opportunity for Somalis to change the politics of the war-torn country.

"Somali citizens inside and out of the country will vote for the new constitution, because it’s meant for them and it will contain their ideas" said Madobe Nunow.

The minister added that he would push for member of parliaments to vote for the change of the Somali national charter.

"The new constitution will not allow only one group to lead the country, but every thing will be decided by the civilians through the vote,” Madobe said.

The minister of constitution and federalism created a committee, which consist of 30 members from the civil society and the government and it will gather ideas from population and orientation.

Delegates from Somali government and Puntland state have agreed in Galka’yo to make a committee from the both sides, who will draft the new constitution for Somalia.

The new constitution will change the national charter of Somali TFG government, which was made five years ago in Kenya where the Somali TFG was established.

Abdullahi Yusuf Ahmed was leading the Somali government at that time, but later when he resigned late 2008, 550 members of Somali parliament elected the current President Sheikh Sharif Sheikh Ahmed in presidential elections, which was held in Djibouti’s capital, early this year.

275 members from Alliance for the Re-liberation of Somalia (ARS) joined the government after the lawmakers voted for the expansion of the parliament.

The new constitution will allow the formation of regional states like Puntland, and it will be based on Islam,

However, Al-Shabaab Islamist rebel group, the main armed opposition against the fragile UN-backed government, has rejected the proposal for the new constitution, terming it as un-Islamic.
