Puntland Accuses Somalia’s ‘Term-Expired’ Federal Leadership of Military Mobilization

GAROWE, Puntland — The Puntland government has accused Somalia’s “term-expired” federal leadership of orchestrating military movements aimed at destabilizing the northeastern state, warning neighboring Galmudug against allowing its territory and airports to be used to move troops and armed groups.

In a statement dated July 25, Puntland said it was closely monitoring what it described as military activities being carried out by President Hassan Sheikh Mohamud, whose term Puntland says has expired.

Puntland alleged that the objective of the military activity was to “incite conflict” and undermine its system of government.

The statement also clarified the status of security forces operating within Puntland, saying there was no force known as “PSF” that legally formed part of the Puntland Defense Forces. It added that no forces registered under Somalia’s Federal Government were authorized to conduct military operations inside territory administered by Puntland.

Warning to Galmudug

Puntland urged neighboring Galmudug State not to allow airports or territory under its administration to be used as transit routes for troops, military equipment or armed groups allegedly intended for operations against Puntland.

Garowe said Puntland and Galmudug have maintained longstanding relations based on peaceful coexistence, security cooperation and good-neighborly ties, warning against actions that could undermine those relations.

Puntland also called on the international community to take note of the situation.

The statement comes amid continuing political tensions between Puntland and Somalia’s federal authorities over constitutional arrangements, federal powers and the country’s political future.

Puntland concluded by calling on its people to remain vigilant and protect their territory and state institutions.
