Somalia: Corruption watchdog ramps up oversight before budget review

MOGADISHU, Somalia, December 29, 2015 (Garowe Online)-National auditor general Nur Farah Jima’alle told Somalia parliament that his oversight into key financial sectors is facing hurdles, with a few days left to the end of fiscal year, Garowe Online reports.
Citing lack of cooperation, he yet complained about the reluctance posed by two Turkish firms in charge of services at Adan Adde International Airport and Mogadishu port which are major source of revenues for UN-backed central government.
Al Bayrak and Favori both refused to make revenues and expenditure ‘disclosed’ in a defiance that might add to patronage systems of which donors have been distrustful.
Somalia’s Federal Government is planning to put forward 2014-2015 budget review to parliament for deliberations in January.
Al Bayrak and Favori won Mogadishu port and refurbished Adan Adde airport management tenders respectively in 2014.
Earlier this month, President Hassan Sheikh Mohamed blamed international donors for aid budget crunch.
Mohamud’s tenure in office earned widespread corruption allegations in a series of reports by United Nations Monitoring Group on Somalia and Eritrea.
